  Governance reform plan for education sector

KATHMANDU, Oct 26: At a time when the Tribhuvan University (TU), the country´s oldest varsity, has failed to implement its academic calendar, the governance reform plan introduced by the government aims to dismiss officials who fail to implement the academic calendar in their respective universities.

In its 150 days academic calendar to run academic session in the TU and its constituent colleges, the university is able to conduct classes for less than 100 days. Similarly, the reform plan issued by the Office of the Prime Minister (PMO) has also directed the concerned authorities to conduct the examinations on time.

“Officials at all universities and the Office of the Exam Controller are responsible for ensuring that the academic calendar is implemented. Thus, such officials who fail to implement academic calendar and conduct exams on time will be dismissed from their responsibility,” reads the PMO plan issued October 16.

In the reform plan, the PMO has also introduced a new program for the Masters´ degree level in which students have to compulsorily do an internship in community schools to receive their transcript and certificates from their respective colleges and universities. The provision applicable for the students of science, information technology, humanities, education and management is to come into effect within a year.

In it´s another plan to promote the students under poverty line the government has announced a staff nurse scholarship program for one female student from each Village Development Committees from the next fiscal year. The PMO has directed the Ministry of Education (MoE), Ministry of Finance (MoF) and the Ministry of Health to implement the plan with the beginning of next fiscal year.

Similarly, the government for the first time came up with the concept to prepare the innovation centre that aims to give platform to emerging scientists in the country. Though the PMO has directed the MoE, MoF and the Ministry of Environment to implement this project by the end of this fiscal year, the directive has not mentioned anything about the structure and function of the centre.
