Five South Asian countries -- India, Sri Lanka, Bangladesh, Bhutan and host Nepal -- had participated in the festival. The festival that began in 2004 is no longer seen as a competitive event.

Besides the football matches, the festival also featured AFC C License Coaching Course, referee course and physiotherapist course. Altogether 16 coaches and 18 referees from the South Asian region had participated in the AFC C License Coaching Course and referee course respectively during the festival.

AFC coaching instructor Vaithilingam Subramaniam from Singapore and assistant instructor Choki Nima of Bhutan conducted the coaching course. Similarly, referee instructors Norbu Ishiyama and Hussain Ghadanferi conducted the referee course.
